I believe the secondary clearances are meant to address some of the issues identified by the recent audit they had commissioned. It found that misc. clearances were often misused. From the final report:
DISPOSITION CODES

The MCPD has an extensive list of disposition codes that officers can use to reflect the outcome of calls for service. Unfortunately, the audit revealed that officers only use a few of these codes such as code 29911 “Other Miscellaneous” and code 24131 “Disorderly Conduct” to reflect the outcome of most of these calls for service. Capturing the correct incident and coding accordingly will allow the Department to further assess and manage workload and repetitive calls for service. Correct data will allow the MCPD to effectively manage their calls and problem solve for repeat issues. Proper use of clearance codes can support workload analysis, determine types of events, and lead to better data analysis and audit controls. Capturing the true dispositions of calls for service can help in data analysis of your calls for service and allow for improved planning and response to the calls. Correct data will allow the MCPD to effectively manage their calls and solve repeat issues.

When something is cleared 2991-1, that gives officers who respond out to the same address for the same problem almost no information about what the last officer found and did when they got there. Unfortunately, I don't know what the new codes and their meanings are. Hopefully someone will post them on here eventually. I've also heard 7200, but I haven't been listening as much since right before they were implemented so that is all I have.

York PA City Police used codes like these ("borrowed" from LAPD) in the in 70's and 80's.

The first two digits generally refer to UCI coding ie 01 = homicide, 02 = rape, etc. 24 series were disorderly conduct.

The final digit (which back in the day was said on air as "dash one" or "dash five") were "disposition codes" which went something like this:

- 1 event verified, no report , no arrest
- 2 event verified, report made, no arrest
- 3 event verified, no report, arrest made
- 4 event verified, report made, arrest made
- 5 event unverified, no arrest

1, 3, and 5 were the most frequently transmitted....if I recall after nearly four decades of disuse.

MCPD has used disposition codes for as long as I have listened (only a few years), the new "Secondary" clearances are different. For example, "2991-1 secondary clearance 7100."
