Don't know what the "object" was...

It is common to label sides of buildings, front Alpha as facing the building, sides are Bravo and Charlie, rear Delta

ICS calls for Alpha as the front and then walk clockwise around the building, Bravo, Charlie (rear), Delta.

Okay I may not know exactly but I think I have the general idea.
I believe that when they talk about a quadrant that it is inside the building.
For example if you imagine a square building that is split into 4 equal "quad"rants.
I don't which quadrants are where but they are named alpha, bravo, charlie, delta.
Also each side of the building is broken down into 4 sides named the same as above.
I think mdulrich has the right sides that PWC uses but I really don't know.

Side A could also be the rear of a building. If units are at a fire scene and the attack units are in the rear of the building it becomes side A and command is usally set up on that side also.

Yes, I know, but they are cops, since when do they follow anything... by Fed guidelines, such as plain speak/radio communications, etc.

Here the cops still use 10 codes and signal codes...

I've never heard/ seen it done that way in my experience or training. Everything should go from the address (front) side to eliminate confusion.

Yes I know what you mean, but there are some areas where LE is catching up with the rest of the world. :p

Here are the definitions from FEMA regarding sides and quadrants (I had to take the class).

Nice! I've been trying to find out about this very thing. Didn't realize about the quadrants, though.

Thanks for sharing!

Not having heard it directly I might be putting my own "spin" on it, but it sounds like training to me. I've heard Incident Command System training where Command was learning to give orders and manage resources, etc. One particularly memorable drill had command walking a team through building a peanut butter and jelly sandwich. Very amusing to listen to. Seems like a simple task, until you have to describe it to someone over the radio in detail.

I heard that traffic also is was on PWC TG 32496 which is a Fire Dept. training freq. I would make a guess to say that they were training people on how to move through a structure if the were unable to see possible blindfolded.

Even though I am a firefighter and ICS trained, moving the object in the Delta Quadrant reminds me of old Star Trek games. :D

I can just ear it now. "Entering the Delta Quadrant, Captain. Sensors detect a cot, a hotplate and a lightbulb hanging from the ceiling"
