I am interested in programing the Jackson, Madison, and Ridgeland areas with the new MSWIN 700 freqs. How do I go aboutdoing this? Is it the same as programing the 800 freqs? If different, what is the difference?

Same as most any 800 trunked system.

Actually, set system to P25 then enter the 700 MHz control freqs.

Ah yes, there is that. Hopefully you're taking advantage of your premium sub to do the progarmming with though. The software you choose will set all that stuff accordingly. Just as it would with most any trunked system.
