MSWIN RID numbering scheme

Has anyone been able to figure out how they are assigning the radio id #s? Some of the groups and users are numbered logically, like MHP for example 108401 where the 4th digit is the district number and the last two are the troopers badge number. I just cant seem to figure out how they are assigning rid's to counties and municipalities radios. Maybe someone on here has figured it out.

One thing that throws you off is the amount of loaner radios out there. The FEMA/MEMA/MWCC MSWIN radio cache RIDs follow no particular county numbering schemes and are literally programmed on the fly for whoever needs them for temporary uses. If you found say, Copiah had all RIDs starting with 17XXXX with suddenly an Hopewell VFD unit popping on using RID of 017XX most likely that is an cache radio being used to introduce them or as an stand bye while that units actual radio is OOC. Here in SAFE-T land, every County Radio starts its RID with the County Number, then agency IDN, and RIN. So say Morgan County EMA officer keys up.. You would see an RID like this: 5501101
