I have 7 scanners I would like to connect to pc for recording. My question what type of equipment would I need since sound card on PC on has 1 line input jack? Would a USB mixer work? Or not really wanting to put several external USB sound cards

I use one of these for each scanner and/or radio that i am using for public or private feeds.
Make sure to get a good USB hub as well.
Then make sure to label and tweak each USB audio adapter so the recording not to hot or quiet.
I also make sure to turn AGC off.
Lots of tweaking and tuning but its worth the effort.

An overkill solution might be something like this. Each input is it's own audio input into the computer, then you can route each scanner audio input to it's own destination or program. MOTU.com - 896mk3 Overview (Yes, I know it's pricier but it's dedicated inputs for each scanner vs 'mixing' them)

Going digital audio with ProScan is a much better solution than a mixer and analog audio. You'd need a ground loop isolator for every scanner doing analog. And digital audio is better quality.

Buy ProScan.

Connect the scanners to your LAN. Note the IP addresses.

Connect to the IP address in ProScan, after selecting the matching scanner model.

You'll have to run a second instance of ProScan to connect to the second scanner simultaneously.

Read the ProScan manual, and post questions in the ProScan support thread.
