Any frequency with a NAC means that it operates with P25 digital voice. You would need a scanner or radio that supports P25 digital voice in order to monitor it, otherwise it would sound like a bunch of random noise.
I do not have much experience with CHIRP, but I do not think that CHIRP supports any radios that can decode P25.
It somewhat depends on what you want to listen to, and possibly listen to in the future. I do not have experience with a variety of scanners that many of the other users have, so my ability to suggest specific models is rather limited. Some of the latest models (Uniden BCDx36HP or Whistler TRX) might be the best way to go as they will let you listen to the most variety of traffic.
Posting a location might help others comment on what they think would fit your needs.
A fairly complete list of P25 scanners can be found at the end of this post, but I would highly suggest taking a look at what you want to monitor and the features of the available scanners on this list. If you are only looking for a basic scanner for a single frequency, then just about anything on the list will probably handle it just fine.
