Hearing traffic on 154.890 with a ctcss of 67.0, this channel is licensed to NCDPS Raleigh (looks like Central Prison). It sounds like they are using voice inversion on the channel.

Just wondering if anyone has heard state prison traffic and/or knows if they are using voice inversion or another form of encryption?

I'm trying to monitor a couple of frequencies in use by NCDOP but having a problem, and hope someone might be able to help. It is WPKU393, Service Group GE - 20K0F3E system, with frequencies of 852.350 and 807.350, with a NAC of 383, talkgroups of 40048 and 40368 and recorded RIDs of 64059 and 37663 found using logging software overnight.

I have tried to program this system as conventional analog and digital, but only hear sounds like a trunked system every now and then, I tried it as a P25 system and a Motorola system, but almost never hear any voice and when I do it's not understandable. Can someone please look at the license/information and help me figure out how to program these frequencies in so I can listen to them.

Using a small, but really effective, program called VoiceInvert V0.2, I have been able to confirm this is indeed Central Prison Raleigh, using voice inversion. Setting the VoiceInvert settings to 4203 and 125, the voice comes across understandable. FCC license WPUS608

That "looks" like a standard repeater system from my non-professional opinion. I would think that 807.350 is the input and 852.350 is the output. 20K0F3E is the designation for FM, so it *should* be an FM system. 807.350 is "MO" meaning that meaning it is used for mobiles, probably a repeater input. 852.350 is "FB2" which is a repeater output which can be either conventional or trunking.

However, since you are hearing P25 and talkgroups, then in that case is most certainly a trunked system. Is 852.350 a control channel? If so, then frequencies seem to be missing from the license. For a trunked system, there should be more than one "FB2" frequency.

If the NAC is 383 that is part of the simulcast in Wake County so it's probably not in use by the prison.

That is the strange part, it sounds like a control channel but it is NOT continuously transmitting the sound, it comes and goes, and Unitrunker will not lock onto it.

As for the NAC, I understand what you are saying, but 852.350 (or anything next to it) is not part of the Wake system. Looking at other options and doing a search on the scanner and FCC database, I'm wondering if I can be picking up bleed over (for lack of better word) from 852.3125, in use at the NCSHP Training Center

Hmmm well I think that might be right as the two TGs you mentioned above are both on the Wake County system:

40048 - RPD Northeast District Dispatch
40368 - RPD Downtown District TAC 2

Good point didn't notice that, plus RID matches RPD numbering.

Okay thanks to both of you. Guess it's back to searching for there frequencies again.

More than likely bleedover. I show 852.3750 as possibly in use on the Wake simulcast, and with the horrible barn-door front ends of the scanners it wouldn't surprise me if it's that or a mixed product from signal overload. The Whistlers seem to be slightly more prone to those issues although every scanner struggles in some way.

Hearing NCDOP what sounds like transport on 155.7075 with CTCSS of 100.0 in the clear. This is listed under FCC license WQCF295
