I have a BCD325P2 Uniden Scanner that I programmed with ARC XT software using the list of frequencies from Radioreference.com but I cannot hear or get any signal from the San Diego & Chula Vista police depts. in CA., just a few EMS channels and that's it. all the settings seem to be ok since I downloaded them from RadioReference.com but I guess either they are not updated, maybe frequencies changed or I am missing something else. Please advise ! what would be the correct settings to get those channels/frequencies. ?

As mentioned above, those agencies are fully encrypted.

There are no settings for your scanner that will allow monitoring those agencies. There are no scanners that can monitor encrypted transmissions.

Hi @DanSanDiego and welcome to Radio Reference!

You obviously know how to get to the database for those two police agencies. In the column marked “Mode”, you will possibly see a trailing lowercase “e” or uppercase “E” which means:
A trailing lowercase e represents partial encryption. A trailing uppercase E represents full encryption.
Most of your interests have an uppercase “E” signifying full-time encryption.
