need help figuring frequency in Alameda CO

I found these frequencies 866.8000MHz and 866.9375MHz. I'm trying to figure out which agency was using it.

I did a search using the fcc database and it showed up as a mobile relay for multiple cities in Alameda County. Under what type of service it showed up as part of the Public Safety Ntl Plan. Is it a mutual aid type channels?

Any help would be appreciated.

Both of those freqs are for the Alameda County Public Safety Trunked Radio System.

Which means that since it is a trunked system, it can be utilized by any ALCO agency. This includes sheriff, fire, paramedic, puclic works, animal control, transit systems, probation and social services, building inspectors, radio techs, etc, even other city agencies such as Fremont, Union City, Hayward. etc.

See the part I don't get, if it was part of the broadcast in the trunked system, and I do and was listening on the Alameda trunked system, why then I did not here it when my scanner would scan through the trunked system well I did not here the same voices and units being broadcast.

I think I understand what you are trying to explain. The transmissions on a trunked system jump from one frequency to another. This is why you are not hearing entire conversations and multiple agencies. Read through this introduction to Trunk basics. Hopefully it helps.
