I'm sure someone here has heard this and could tell me what it is.

It's a great atmospheric skip frequency. That low in the VHF it could be anything from California Highway Patrol (which I have heard from the east coast) to any number if other old police radio systems anywhere in the country, depending on skip conditions.

It's a transmitter keying up with no audio. You can hear the DPL (DCS) and the 134.4 Hz turnoff code.
