I am wondering how can I pick up Windsor airpot and stuff and how do i program my scanner for Windsor, Ontario.

Here's the airport frequencies:

Windsor International Airport frequencies

The Windsor city government is Project 25 Phase I digital which that scanner can't receive. Some of the other stuff in Essex County is analog though and that scanner can pick them up:

Also try to pick up Detroit Metro Airport, it's really busy and you're pretty close:

just curious can i pick up michigan rase way nascar sprint cup frequencies on my bct15x ??Thanks for your help...if i can would i need a outdoor antenna to do so??

If you mean the pit crews/drivers you're much too far away. Those are very low power simplex and nearly impossible to receive from outside of the stadium.
