Need help with streaming

I want to get into the streaming of my scanner but I can't get a connection from my IP. I use Windows Media Encoder, Linksys wiresless router and a Westell modem with Bellsouth as my DSL connection. I sure the firewall or something in that area is the problem. I can connect to Echolink so I have set up a connection through the firewall before. Can anyone go through the steps I need to get this working? Thanks.

I stream my scanner on media encoder just so can listen to it remotely. I also think your limited to 5 connections to your stream. I needed to open a port in my router to make a connection from the outside and locally. When you set up the stream in media encoder it tells you which port it using. That's the one you need to open in the router's configuration. That could be causing your connection problems.
