I am looking to set it up for local stuff I live in Tallahassee so any help with TPD, LCSO or Leon Co EMS.
And as I said I am very new to this i thought it might a fun hobby so any advice would be a big help.
Thanks in advance.....

Welcome to Radio Reference,

I am not familiar with that specific model. But, here is a link to the owner's manual (1 MB .pdf file), in case that helps.

On the DB page for Leon County Florida, the organizations you listed seem to be using (or at least are assigned) analog frequencies, so your scanner seems like it will be able to monitor them.

But, it seems that your scanner is too old to monitor the new digital Trunked Radio System named Tallahassee / Leon County (Project 25). It seems that for you to monitor that system, you will need a digital trunking scanner like those listed on this Wiki page: Digital Scanner Comparison Chart. Someone else will need to confirm this, though.

Hope this helps get you started,

Unfortunately, Tallahassee PD and Leon SO are encrypted. No scanner can or will ever be able to monitor.

Looks like that you can still monitor fire/EMS in the county. Just not law enforcement.

Cheapest way to listen to Tallahassee Fire is via Broadcastify. All digital, which requires a digital scanner. Yours will not work for TFD.

There is no simulcast of TFD on their old VHF channel. However, there is plenty of analog stuff to listen to here....railroads, aircraft, EMS to hospital, LifeFlight, etc.

Send a PM, if you have 2+ posts, and I will share what I have. The conventional frequencies are good, as listed on the county page.
