BC125AT: Never Fully Charged

I just bought the is Uniden BC125AT and am using the supplied batteries. It is set for a 14 hour charge, but I have had it plugged in for longer than that by quite some time. Since I received the scanner a few days ago it has never indicated a full charge. Is there something I am missing? I have tried a USB connection on the computer and in a wall outlet.

Have you left the scanner with power cable connected and the scanner turned off at least overnight?

Charging the Ni-MH Batteries
The scanner has a built-in circuit that charges the included
Ni-MH batteries when a USB cable connects it to a computer
(NOT to a USB hub) or to an AC or DC adapter that provides USB
charging power. Verify that the battery selection switch is set to
Ni-MH and that only Ni-MH rechargeable batteries are inserted
in the scanner before connecting it to your computer.

Caution: Never attempt to charge non-rechargeable
batteries or install non-rechargeable batteries when
the battery selection switch is set to Ni-MH.

The USB cable will only charge the batteries if the scanner is
turned off.

1. Be sure the scanner is turned off. It will recharge only if it
is turned off, even with the USB cable connecting it to a
computer.
2. Connect the included USB cable to the scanner’s USB port.
3. Connect the other end of the USB cable to the computer's
USB port or to an AC or DC adapter that provides USB
charging power

Yes, I have left if off while charging overnight, but will try again. I already double checked the battery setting and it is properly set from tyne factory. As a photographer I primarily use good quality rechargeable batteries so I have several on hand. I also have a sophisticated 8-cell battery charger with several charging modes from 1 hour to complete refresh. However, I have not put these batteries it the charger yet, just using the by-the-book method.
