New GRE PSR800

I just purchased this recently and I live near Cleveland, Ohio. I was hoping this scanner would allow me to monitor the Cleveland Police traffic but I read somewhere that there is no scanner in production that can follow the Cleveland department as is is a VSELP system.

Is this a correct statement? If not correct, then any advice as to how I can get the GRE PSR800 set up to include the Cleveland system while scanning?

That system has not been able to be monitored since 1998 when it came online. So, you are correct Maybe they'll not go encrypted when they upgrade their more than ancient system. I lived in Westpark and loved to monitor the PD and FD. That went down the tubes. Never needed anything but my ham radios back then.
