New scanner seems to be not working

I just got my BCD396T and after charging the batteries I uploaded my freqs into the scanner. Can not hear any traffic at all. I tried to listen to the local weather on 162.4 and nothing. Checked the weather on my ham radio rig and it is coming in clear. The way I set up the scanner is the same way I had it set up when I rented one from www.rentscanner.com and it worked fine. Wondering did I get a lemon? I need input from the pros before I call and raise cain. Thanks guys.

If you open the squelch, do you only get static on known broadcasting freqs like that weather freq?

Yes, I only get static when squelch is open on a known strong signal station.

Here's a file you can use with the Uniden UASD program to make sure it's not a problem with your scanner.

This .usd file has all of the weather channels, if you don't hear anything while scanning this system, the scanner has a problem.
