I found several new 700Mhz licenses issued to the state, presumably for the new P25 TRS.

That one is in the list was the location accidentally duplicated with different names, I show about 18-20 SY Radio Services listed for State of CT.
I Will toss all frequencies in the scanner as I drive around and see what Control Channels I grab

As users make a submission, based on actual monitoring for inclusion in the DB - Yes

so i am putting the frequencies in my scanner as we speak and i have to put all the frequencies that are FB2

that would be a first step, see if they are actually in use.

If/When a Control Channel is found, then log the SysID, RFSS, NAC etc and make a submission for that Frequency/Site

They are not new but are 18 months old. Sites are coming online for testing every couple months. Keep in mind that the 800 will not be completely dismantled, some frequencies will be converted to P25 and with the 700 become a single P25 Phase 2 statewide system.
Your best bet is to simply set up a search for the 769-775 range (6.25KHz) and use Control Channel only.
Also, it may take a while before you regularly hear activity as the new installations are tested. If there are no radios affiliated with a particular TGID on the 700, that talkgroup will not be active on it.

the Hartford site have activity on it all day,
Mostly CT Trans but it is there
I already preloaded all the CSP Talkgroups the only thing that is on often with the Hartford is Troop H
