I used to have an old scanner and could never get it to pick up my local SFPD channels (san francisco) So now that i have read more about it, it seems to me that san francisco is on a trunking system (am i correct?) also what is a good, low cost scanner that can pick up SFPD's frequency's

Correct.
800Mhz Motorola trunking system.
Their low band channels are just for backup now, and the UHF PIC channels have been
retired.
For now you could get by with a Pro-95 or Pro-97, but in a couple of years SF is going
P25 digital, so you're looking at ~ $500 for a digital scanner at that time.
