New User - selecting a SDR.

Hello,
I am trying to select a SDR. I've been looking at the specs for the IC-7300, and I don't understand some things. The specs say that the highest frequency for receiving and transmitting is 74 MHz. What about broadcasting in the higher ranges of 400 MHz and above. Am I right, that this radio can't do that ???

The Icom IC-7300 is an HF radio covering all amateur bands from 1.8 to 54MHz for the US model and up to 74Mhz for other countries. No 2m, no 70cm. However, it is the very best performing HF radio in its price class bar none. For under $1,000 you get a $2,500 class radio.
