New York City radio testing

The city of New York has applied to the FCC, to obtain a special radio license that would allow for testing on UHF-T Band frequencies, falling on TV channel 16. More information can be found at the FCC Web site.

In addition, there will be some permanent changes made to the NYPD radio system:

Those of us who are actually in New York have been aware of this for some time. :)

Both Applications 1 and 2 hyperlinked above show up as STAs. How do you reach the conclusion that "permanent changes" are being made?

Under the "Admin" tab, click on the "Justification" link, and you can read the letter they submitted to the FCC for each application.
