I'm embarrassed to ask, nonetheless...I've read that the typical reception range of scanners is approximately 20 - 30 miles (if I'm not mistaken). How is it then that I can listen to the preprogrammed locations that are hundreds and thousands of mile away?

Those frequencies are reused throughout the world.

I can take my scanner programmed for Virginia Beach, VA, take it to Frederick, MD, and hear quite a bit, none of it from Virginia Beach.

Not quite sure what your asking but is you are picking up things that are preprogrammed into the scanner near you, then those frequencies are being used near you. Frequencies aren't location specific there use is universal. A frequency used by Police in Kathmandu might be a Taxi service in Kalamazoo
