To try and find them scan the FRS frequencies if around one of the properties they manage?

If they are using FRS, yes, though it is remotely possible the property could have a license, but in my experience it is mostly cellphones.

For them to be on a DMR frequency would that require them to have a license?
It would eliminate FRS which you can not use DMR on, but they also could illegally be using DMR or CCR radios.

Would Uniden Close Call and Signal Stalker work?
Probably, if they are using two way radios. I'd set it to search the 451-469 MHz band.

Is there a particular property you are looking for?
Multiple locations will most likely have their own systems verses one system to cover company wide.unless they only use simple channels like FRS/MURS frequencies.

What khz step size for the 451-469 band?

12.5 steps for UHF
5 Khz for VHF

I searched three different property locations on the FCC website, no frequencies found.
Assuming they do have radios then look in the MURS and FRS ranges. Close Call and or frequency search may provide results
Search both VHF-hi and UHF bands. 151-152, 154-155 for VHF and 462-463, 467-468 and 464.500 & 464.550 for UHF
