Maybe. For one thing nearly everything in the USofA is NFM, so you can most always choose that by default. There are exceptions, weather, amateur radio, VHF low, some other stuff. Listening to NFM in FM results in excess noise and low audio. Listening to FM in NFM results in distortion. Often you can't tell the difference. Modulation on these signals varies widely. With digital however things can get quirky. Monitoring p25 for example with it programmed as FM instead of NFM can make it perform very badly.
