Niagara County P25

programmed the control channels into my PSR500 last night as i was receiving lots of WNY freq's due to good tropo.i had a signal strength of over 90% and set it to wildcard.heard 4 talkgroups.they were 218,219,224 and 313.the first 3 sounded like law enforcement.sound quality was very good considering the distance.was still active this morning.313 sounded like some sort of public works.i will update as best i can.

224 is North Tonawanda Police
218 and 219 seem to be Niagara County Sheriif cars (i havnt heard the dispatch yet)
313 is a fire tac channel for Niagara County Fire

They are still testing untll june 30 So it is possible these might change

218 is Niagara County Sheriff Dispatch.

I have been told that the dispatch has not been turned on yet on the new system. Which would explain why i only hear the cars.

Yes for two years every local publication incuding town board meeting minutes said they were going to use phase II so i upgraded all my equipment only to find out last week they will be using phase I

With that first set of numbers what are those frequencies? and should those frequencies be added to the scanner?

Those frequencies are actually Band Plan Tables. No need to add if you have a new scanner. The data from the control channel will populate it into your scanner automatically. Older scanners would need you to enter those tables.

What if they start broadcasting in Phase II at some point? Now you are prepared. I wouldn't fret about it.

I can't seem to get it to work.. .Unitrunker yes I have that running but for whatever reason i can't get the data into DSDPlus...
what I'm looking for is the Verbose logging of some packets on Talkgroup 209.

Talkgroups are identified in the NY - Niagara County data page for the system. If something is not listed there, then please report what you heard, but a guess about it's use might cause a lot of confusion.

In Niagara County NY the county dispatch is for county Sheriff, plus a block of NY State PD cars in the area, except for Niagara Falls PD.
Also the city of Lockport PD is on their own TG.
They also dispatch all FD in the county except for Niagara Falls FD.
TG 207-217 are typically encrypted. There are TAC channels for special operations and the county jail.

They are a P25 simulcast system from 5 towers. Coverage is good in the open, but building penetration is troublesome. There are many dead spots. One of the largest is in inside the Factory Outlet Mall in the Town of Niagara. Many other buildings, and most metal buildings have large dead spots. System testing from vehicles proved that many dead spots were present on the roadways from vehicles. In actual use, portables have an equal hit or miss chance indoors. This failure is not talked about much. What do you expect from a multi million dollar system? They will never admit it is badly screwed up.

Analog FD dispatch is patched into TG 101. The analog system is disgustingly horrible in most places of the county, but is 100% clear 40 to 60+ miles away. It is believed the antennas are damaged by wind bending and their beam pattern now goes well above the terrain, over top of the volunteer firefighters, and reaches ground level many miles away. No maintenance is being performed on the analog system and I hear many volunteer firefighters are very pissed because their pagers do not work and the county will not address the problem. The county refuses to create unique talkgroups for each volunteer department to use for dispatching only, effectively forcing the volunteers to keep using the analog crap even if they are willing to buy a P25 scanner to work around the problem.

In North Tonawanda, their fire and police dispatch moved to the county facilities a year+ ago to save costs. The police union is pushing to move it back, citing dispatch delays and radio problems. There is a pissing contest between the emergency coordinator's office and NT. If there are actual issues, neither side seems to be willing to solve them and are blaming the other party.

Dead spots in coverage, the NT issue, FF pagers... Where is the accountability for the system's operation?
Why has this gone on for so long? Sounds like politics and the buddy-buddy system at its worst.

Overall, where the system works, it does sound good. Sadly, there are too many holes in coverage, and a complete lack of accountability for fixing the problems. There is no interoperability with all neighboring agencies, except for one portable radio given to each.

Ah! This explains it. The North Tonawanda police have been working on a campaign to 'bring back dispatch'. I wonder if it is more of a campaign to bring back their conventional channel.
