Most of the conventional frequency use is devoted to the Radio Amateur Civil Emergency Service (RACES) program. There are also three regional low-band FM frequencies used that are former NJSP frequencies that are now called EMRAD. Check out the trunked talk groups not only for the Emergency Management stuff but also for the new Hospital Emergency Radio Network (HERN) that is being run out of the State Department of Health. Right now, none of these are tremendously active. Things can change very quickly.
