NJSP Central

I've been monitoring NJSP Central (C) alot recently down in Seaside Park and I've noticed that some of the North or B channels have been coming across such as 5 Comm B as well as 3 Comm B. I've also noticed some South or A channels, like 5 Comm A. Why is this happening?

Also what is ID 54352? Not in any of the databases i've looked through.

Troop A and Troop B radios are in the area of Troop C and have affiliated with the Troop C system.

54352 is in the range of the DoC talkgroups, so it should be DoC related. What do you hear on it?
