Nooelec NESDR SMArt software help

I recently got a Nooelec NESDR SMArt, but I kinda dived in head first without fully knowing what to do. I've puttered around YouTube trying to find videos about the SDR, but I can't find many useful ones.

My problem is that I'm wanting to use my SDR using my Chromebook. I can always get software for it on my windows laptop, but I would rather use my Chromebook. My Chromebook is better for traveling and such. Anyways, I found an app called SDRangel that runs on my Chromebook, I just can't find any drivers for the SDR. Also for some reason I'm unable to access dev mode on my Chromebook, so the drivers from Github wont work. Can someone please point me in the right direction, because this SDR stuff is kinda confusing. Also If anyone can help me understand how to use SDRangel, that would be much appreciated.

I am not big on Chromebook features but know some can run Android apps.

You could try googling "sdr angel on chromebook" and "nooelec on chromebook". I know I read some were successful but i'm not savvy on chromebooks installs. I should be since my son has one.
