I can't remember exactly what someone told me for NRH, but the vehicle is an ambulance. It may just be the number of people. In Arlington(2 or 3 Suburbans), Fort Worth(Attack 29, maybe a couple others), and Euless(Squad 55), they're using Suburbans and Ford F450-F550 trucks with compartments in the back.
