Your radio can only transmit within the US Amateur radio bands as it comes from the factory, there are mods that will allow for out-of-band transmission. Your radio is not FCC approved for FMRS/GMRS operation. Having said that be prepared for the RR Po Po to further respond to your post.

I have the freq programmed in the kenwood but it will not TX on that freq. When I TX from the family radio I hear it on the Kenwood. I tried 2 different freqs with no luck.

Reread my original post carefully, your brand new Kenwood radio comes from the factory with the ability to ONLY transmit on the US Amateur radio bands under FCC Part 97 rules, FRS GMRS is covered under FCC Part 95.

This subject or a variation thereof are a source of almost continious discussion in one form or another on RR.

I read it. Let just say mine is special, or so is my understanding.

I noticed that when I press the PTT the freq jumps from 462.**** to 467.**** why is that?

That's what I need help with.

But I do know what you're saying. Now I do!!

I got it to work. I had to change the offset setting to 0 from 5 MHz.

Next quesition though. will this affect my repeater use? I'm noit sure why that setting was like that.

Argh, another out-of-bander has escaped w/o knowledge  of the radio spectrum. All units respond to... capture and return to 10 meters

We can just hope that the FCC will eventually catch him in his illegal deed. If he is a ham .. they should take his license away.

In my opinion ... there is no excuse for out of band transmissions.

Go head and get stuck some where and turn your radio on and hear some one transmitting on FRS freqs. Now push your PPT button and see error on your screen. Now you hear them driving farther and farther away knowing that because some dumb FCC law kept you from talking on that band, you now lost your chance to be rescued.... After that you will mod every radio you have! I do and for that reason, Pull my license. I really don't care. I USE my radio because I need it. I don't sit at home talking about the weather with people a 1000 miles away. I'm out in the dead of winter in the middle of a blizzard doing SAR missions.

If you are so concerned about it .... this is what you need. ;)

Something that is designed to rescue you in what you are describing.

Too many people try to use the excuse about the what if I am lost for breaking the law and transmitting out of band.

Doesn't wash ... and makes ham radio seem like a joke, and that the regulations are meant to be broken.

I do carry a spot. But it does nothing when you're trying to find some one with just an FRS radio. Not to mention the spot response time can be days! When I take out my VX-8DR i set it to scan all the major repeater, simplex and FRS freqs, put an ear bud in, put the radio in my back pack and head out i do t have time to carry two and check two radios while I'm on a SAR mission riding through powder that you sink if you stop. For me it's not a theory or what if, It's proven its self for me. Ham is not a joke for me and those I work with it a means of saving lives. And I will continue to mod every VHF/UHF radio I get!

Me thinks the radio is smarter than the user? No seriously I think the user who posed the question herein answered his own dilemma in observing the tx'ing was 5kc's off. A common ham radio's standard offset setting.

I am guessing it's back the Ham Radio 101 School for a number of reasons.

I hate not having any s peaches.

Stupid peaches anyway!

As for SAR, maybe it's done different elsewhere, but here there is a team, on one channel, they talk to each other frequently and check on each other to make sure all is well. The "No man left behind" kinda thing.
But what does a stupid Kansan know?

Interesting about the SAR. I am a stupid Kansas as well and am not really aware of any SAR groups in the NE area where I'm at. What area do they operate in? Maybe you can PM some info on it if you don't mind.
