Not for nothing but you asked this same question in February and folks told you multiple reasons. Maybe re-read all those answers.

Given the reality of what it takes to put such a P25 trunked system in service, it would likely be a few years before it is on the air even after funding and a firm commitment to build it is in place.

Broome County applied for licenses and started work on their system P25 in 2019 and it is just now in final testing.

Herkimer's present priority seems to be the upgrades to their conventional systems. I don't see any pending license applications from Herkimer for trunking.

yup your right it does take time and stuff but most likely it will be soon as Lewis county went P25 simulcast and a few others was turn on also

Of course P25 can be just conventional. Even if they intend to switch to P25, it doesn’t mean trunking. It could be an in place switch from analog to P25 conventional on existing frequencies.

Lewis county has been P25 for multiple years. Why does what Lewis, or any other county do have any bearing on Herkimer County ? I have used the Herkimer system and its a good conventional system. I don't understand your wanting to to be P25. For the most part all around the county except for Onieda and Lewis is conventional. I doubt any of those places are going to jump on the P25 anytime soon.
