NYSP Duplex Radio System

In the RadioReference NYSP database, it begins by saying:

"The New York State Police use a "duplex" radio system, where you HAVE to listen to the base and mobile frequencies in order to hear both sides of the conversation."

What exactly does this mean?

Am I correct in programming both the repeater input frequency as well as the repeater out freq?
Which is which?
Base=output?
Mobile=input?

you are programming you scanner correctly. There is no input and output, per se, as there are no repeaters. You should expect to hear mostly just the base stations, unless you are close enough to hear the mobile radios in the patrol cars.

Yes, fellow scanner you will want to have both the Base-output, and the Mobile-input frequencies programmed into your scanner in order to hear both ends of the conversation when monitoring the State Police. As was mentioned by another member you will hear very good transmissions from the Base-output frequency, however you may or may not hear communications from the Mobile-input frequency, it all depends on how close you are to the Mobile unit that is transmitting on the Mobile-input frequency.
