I am just curious to know why the beat repeater repeater has a stronger signal then VR02. Why does some O.P.P detachments use beat instead of VR02. Yet I have heard one place simulcast on both.

BEAT repeaters and Vehicular Repeaters (VR's) are two different things.
A BEAT repeater is typically located on a tower close by to where officers do "beat" patrols on foot. It gives them coverage while they are out walking the beat. They could be a couple of km's away from the tower.
A VR is located on a vehicle and provides coverage to the officer while he is away from his vehicle. The officer generally doesn't stray too far from his vehicle.
A detachment will only have a beat repeater if they do beat patrols. The officers on beat will use the beat repeater. Other officers from the same detachment will typically use the vr in their vehicle.

I have heard cases where The officer that transmits on his portable has bounced off one of the other repeaters given the wrong ID to the dispatch. But he/she recognizes the voice , so they are able to identify who it is. Just interesting how the repeaters affect the transmission in relation to vicinity of the radio. Where I live in Eastern Ontario. I can here 3 counties on one talkgroup.
