When the fighters take to the air to do their laps/flights/training, do they use common aviation frequencies or do they use the DOD (14C) trunk system since they stay rather close to the facility?

The fighters use common aviation frequencies, mostly UHF AM, in the milair 225-380 MHz band.

Altitude is what matters and at just say 2500 feet altitude, they would interfere with other trunk sites within more than 70 miles. No, military aircraft do not use the ground DOD networks. In addition, one would not add the extra weight/space for such radios.

Just to bounce off @Larry51, I'm real close to the action, its about a ten minute drive from the house. They exclusively use UHF AM Military Air, and what's on the RR Database is accurate. Another little tidbit - NAS Oceana covers ATC for both Military and Civilian flights south of the airfield, not sure if this is the case still. It's been a hot minute since I've monitor the birds, been doing a big amount of Fire/EMS photography lately. There is a C40 wing there now that's flown by the Naval Reserve pilots and are in and out of there daily. Be sure to get Larry51's list, it'll help a lot!

Besides @Larry51's list and the VACSFAC frequencies posted above, add USAF Refueling Track 636. It's out there a bit, but you'll have no problem snagging comms when it's active. I'm about a 15 minute drive from the oceanfront and I can usually make a good copy on it. AR636 is a little tricky, the tanker crew is required to contact Giantkiller when entering/exiting AR636 (238.1) and cannot enter period if their radar is down for some reason. Primary is 238.9, secondary is 319.7 ... If I'm off, please someone correct me
