Down here in the Philly area the PDV network is a multi site DMR connect plus trunking system on 900MHz, not pro voice. I'm not a user of the system but being on 900MHz it should perform well in buildings and in the city in general. I've been monitoring the system a bit with SDR# and DSD+. Strong signal from multiple sites here. They have coverage maps on their web site.

This should help shed light on at least some of the locations. I had never heard of this system until I saw this post yesterday, then ran across it a second time while going through the Gloucester County database today.

OneVoice Network Trunking System, Various, Multi-State - Scanner Frequencies

The One Voice network is a separate system on UHF. The PDV system is on 900 MHz and is not in the RR database for this area. It may be for other parts of the country that they cover. I have not looked thoroughly through the database to see.

Coverage maps here.
