I was picking up an open carrier on 42.140 PL 110.9 earlier in the evening. The database checks negative for any listing with that PL. Anybody else ever get this?

Well there are 124 Active Licenses to the New York State Police / 7 for New York State / 1 for the State of South Carolina (dsp) / 8 for the State of Missouri / 1 for the State of Wisconsin / 1 for Waldo County Maine (ema) / 1 for York County Maine
11 Cancelled Licenses for the State of South Carolina (dsp)
5 Expired Licenses for the State of Maine

Yes! About the same time I was mobile and heard the same open carrier with the same tone on the same frequency. It was strongest nearest Monroe, NY That was their (NYSP) old lowband frequency. The last time I heard any activity on it was in 1975!
It is active again today.

Quite odd, I have the same frequency and PL. 110.900 logged on 06/03/18. Open carrier also. I am in Asheville N.C. hmmm. I had it attributed to the South Carolina D.P.S. Now I really don't know.

Now that is weird. Could it be skip? That signal was the strongest on Rt 17 in Monroe, NY, near the NYSP Barracks. When I was driving by, I thought it was a mobile signal, but I can receive it at home which is about 15 miles away. It is still going.
I believe that many of the older SP barracks may have kept some of their old base low band base stations. They are still licensed for the 42 Mhz frequencies. They went to high band about 1974-75 and are still there.
Maybe some old base station deteriorated and keyed up on its own !
Too bad all the techs that I knew that worked on their radio systems are gone or I would ask them to check.

I hear the open carrier in NC. I searched all of NY for the frequency in question. Of 129 licenses containing .140, the are no mobiles listed for .140. Of all 129, there are no mobiles attached to any of the other frequencies listed that have .140 included in them. A few of the licenses only have .140 listed. All 129 licenses containing .140 are all FB, FB2, FX1, with .140 always a FB and somewhat split between 300w and 100w with a few oddballs like Painted Post at 50w. Few others are 80w and 160w.
Is it possible .140 is broadcasting a PL tone 24/7?

One of the reasons I am sure this is the NYSP is because of the 110.9 PL. They used that on 42.14 in Troop F, and still use it on their some of the high band channels there
