Opp contract analysis for Sarnia Police to become OPP

I came across this consultants report, dated june 16,2010. And it relates to a study proposal for Sarnia to be policed by the OPP. The interesting thing, was the communications aspect and the alteration from encrypted sarnia police radio communications system to a non-encrypted opp radio system for sarnia.

Here is a part of what was in the report...

The City of Sarnia funded an analysis of the communications requirements if the City switched to OPP policing. The main concern was the compatibility of the existing Sarnia equipment with that of the OPP. Significant alterations are required to ensure that the City would
continue to have access to a fully encrypted system that would not impede OPP staff from accessing their own, non encrypted radio system. The consultant explored four distinct options and concluded that only one was viable. This option would require a one time expenditure of almost $1.8 million to implement, and a yearly expenditure of $12,000. for on going costs. Neither of these costs are included in the OPP cost estimate.

The proposal suggests that 911 can be provided by the OPP out of North Bay for approximately $42,000. per year. A separate fire dispatch centre would have to be established and staffed either in a significantly restructured police facility or another location in the City. At this point, there is uncertainty as to whether the existing police communications equipment, which will be altered for OPP requirements, will remain suitable for fire dispatch.

I think at one point quite a while I came across an article about this ,...then as now Im still not sure what the bottom line is , weather OPP would go enc for Sarnia or Sarnia would turn off thier ENC?
Is It possible to read into it from the way its worded that the OPP doesnt want or at least doesnt want the cost ,...of going ENC anytime soon?

I cant see why they would want to have OPP patrol sarnia.. nothing is wrong with their police service now.
Next thing you know they will want to patrol all of chatham-kent aswell..

Maybe its because OPP does all of lambton county other then sarnia. OPP does point edward.. and thats basicly part of sarnia anyways.

Same deal in Middlesex... they police everywhere with the exception of Strathroy-Caradoc (and of course London). They did the same proposal for Strathroy a few years back as well, and it was rejected even though their price per officer was considerably cheaper. I think the one thing that really worries people is the expectation that officers will 'occasionally be on county duty, resulting in slowing in-town response times'. SCPS's response time is about 2 mintues anywhere in Strathroy or Mt. Brydges. I'll pay a little extra on my taxes for that, I don't mind.

yes chatham kent is doing this analysis right now and hopefully will turn down OPP...leamington is pretty small and is going with OPP.....our police force in town is undergoing it and hopefully i wont be out of a job? even if they do go with it it will be a few years before id be phased out and made redundant and our town would lose about 50 jobs meaning 50 families without income! all civilians go byebye

I'm guessing that the OPP does not go around and offer to give out bids on small town police forces, in fact it is most likely that Sarnia approached the OPP for a costing? I live in a community where the OPP took over from a small town PD and they kept all the civilians on staff, no doom and gloom about lost jobs and hungry families etc. just my 2 cents...

What wheelerg said is what happened in Sarnia. The city council wanted to see if the OPP would be a cheaper option while still having the same level of service. So they voted to approach the OPP to give them an estimate. It turned out it would be cheaper per year, but too many up-front costs would wipe out the savings for about 10 years.

And after the first contracts with the OPP expire the price jumps. Just ask St. Marys & Milverton to name two. By than it's to expensive to restart their own force again. End result is either greatly increased costs or reduction in services.
