I came across this consultants report, dated june 16,2010. And it relates to a study proposal for Sarnia to be policed by the OPP. The interesting thing, was the communications aspect and the alteration from encrypted sarnia police radio communications system to a non-encrypted opp radio system for sarnia.
Here is a part of what was in the report...
The City of Sarnia funded an analysis of the communications requirements if the City switched to OPP policing. The main concern was the compatibility of the existing Sarnia equipment with that of the OPP. Significant alterations are required to ensure that the City would
continue to have access to a fully encrypted system that would not impede OPP staff from accessing their own, non encrypted radio system. The consultant explored four distinct options and concluded that only one was viable. This option would require a one time expenditure of almost $1.8 million to implement, and a yearly expenditure of $12,000. for on going costs. Neither of these costs are included in the OPP cost estimate.
The proposal suggests that 911 can be provided by the OPP out of North Bay for approximately $42,000. per year. A separate fire dispatch centre would have to be established and staffed either in a significantly restructured police facility or another location in the City. At this point, there is uncertainty as to whether the existing police communications equipment, which will be altered for OPP requirements, will remain suitable for fire dispatch.
