No, you will have to get a digital scanner to monitor OSP.

Here is what is currently available to monitor OSP:

Radio Shack:

Pro-96 Handheld
Pro-2096 Desktop/Mobile

Uniden:

BCD-396T Handheld
BCD-996T Desktop/Mobile
BC -796D Desktop/Mobile
BC -296D Handheld

You can find out more about their features on the Wiki.

I entered the MARCS frequencies in my scanner anyway to see what would happen and I got something like this http://www.radioreference.com/digital/dig/edacs-norm.wav and I also read that you will get that if the areas using PROVOICE. Is Ohio using PROVOICE? Did I just get that sound because my scanner is analog? I am thinking about buying a
RS Pro- 96. I read that no scanner can monitor PROVOICE.

No, MARCS is not Provoice. You are hearing Motorola data NOT EDACS.

You need to go here and read up on how Trunking works.
Ohio MARCS is a Motorola system. I believe the only Provoice system in
Ohio is the City of Springfield.

Thanks, I am still new at scanning and the PROVOICE had me worried there for a moment.

So the Pro95 does not, but the Pro96 does. So will the Pro97 even though it's not on the list and it's not a digital scanner?

Receive MARCS? NO, it will not!
Only those scanners listed in in reply#9
will receive State of Ohio MARCS.

MARCS is currently an analog system utilizing digital voice,
only a digital capable scanner will receive it. You could program
it into a Pro-97 and watch the talkgroups pop up, but you will not
hear any of the transmissions.
