A quick question regarding reception of P25 systems in the 700-800 range. Would I be able to improve my reception on my handheld Whistler 1080 using a preamp on the unit? This is just a thought but I thought maybe somebody out there could confirm or a no go on this issue. My unit works fine on the 500 MHz that our county uses but the next county over which uses 700 MHz I can't pick up hardly anything and I'm only 15 miles from there transmiter. Also Philadelphia which is on 800 MHz comes in sometimes perfect and other times you have drop offs etc. Anybody have any ideas on this? Again would a pre-amp solve the problem?

For P25 simulcast reception try a directional antenna (as you are 15 miles from the transmitter) or even attenuate to see if it helps by reducing the interfering signals from towers further away.

A preamplifier will just create additional noise in this case, and no improved signal.

For simulcast distortion you don't want more noise or more signal. You want less signal (to receive only one of many towers) or directional signal to receive only one tower.

A preamp does nothing to improve a p25 distortion or interference problem.
