12139 appears to be DGS Capitol Complex Facilites. RID 98 (IDd as Capitol Police Dispatch) came up on 12139 several times hailing facilities personnel in the clear for issues reported to Capitol PD. The same RID was seen, along with 99 and 100 repeatedly on 12130 enc. That appears to be the main dispatch channel for the CPD, although 12100 was also pretty active.

12100 enc
12121 affiliations, no voice recorded
12125 affiliations, no voice recorded
12130 enc - presumed to be Capitol Police Dispatch
12136 enc
12137 enc - had a lot of RID 0 hits, presumed to be a patch to a Dauphin Co police channel, maybe Harrisburg PD Dispatch
12139 clr - DGS Capitol Complex Facilities

RIDs:
192xxxx (16 documented, all on 12100)
193xxxx (16 documented on 12120, 12121, 12125)
194xxxx (60 RIDS on 12130)

If I had to guess, 192xxxx and 193xxxx are House and Senate Security (don't know which is which) and 194xxxx are DGS/Capitol Police.
All the damn encryption makes it hard to determine for sure. Of all the stuff I documented today, the only things we can really determine are 12139 which was clear and 12130 which is where the Cap PD dispatch console spent all its time when it wasnt switched over to hail a maintenance guy. I'll add those two to the database. Everything else will wallow in the wiki when I get around to adding it.

What are the Statewide Global Interoperability Talkgroups that have been added to the database?

The name is pretty self explanatory. These will likely be included in every radio in the system regardless of agency to aid in interoperability.

Yes, this is a "global" interop profile meaning that it should appear in all user radios regardless of the agency. On the OpenSky system, there were actually three "global" profiles: Global1, Global2, and Interop. It would appear that that has been reduced to a single global profile. The intention is to have a set of talkgroups common to all agencies for use on large scale events.

...for use on large scale events.

Planned and unplanned. :)

Particularly any event that makes use of ICS/NIMS as evidenced by the ICS-division-named talkgroups like Command, Logistics, Planning, Finance(admin?), Operations (TACs?).

They're beginning to procure radios now. They're purchasing the same options that PSP have implemented, so they'll likely be encrypted as well, at least on some talkgroups.

I was just about to post about this site, but I see you did, and it's even in the dB already (exactly where I thought it was - Connellsville)

I think he just posted it to indicate that he got the BSI with the low-channel on the site, no?

I timed my capture to make sure I got the BSI, and entered the full site info in the db once I got it. I watch the Allegheny simulcast 24/7 and every day when I wake up and sit at the computer I hit N to see what’s current and saw the site was finally online. I couldn’t quite copy it on my usual setup but I got it on my spyserver antenna which has a better profile. You guys should try it out, it’s under my call sign on the spyserver directory.

I’m not 100% on that location, thought I saw something that placed it closer to union town and something else yet that put it inside ohiopyle. I’m looking for the microwave call signs for those sites to see if they help.

Kinda strange they would encrypt when the Game Commission is in the clear.

Game commission has encryption on tactical talkgroups. Perhaps DCNR will do the same. The radio specialist for DCNR is still developing his agency's radio plan.

I didn't realize that about the GC. I don't see any encrypted TG's in the database.

I have seen (but do not have a copy of) the Game Commission channel plan. I can confirm they do have encrypted tactical talkgroups, though I can't offer specific IDs or talkgroup aliases. Information about the state radio system is not readily forthcoming, even to those of us interoperate with the state. I'm sure those talkgroups don't get much use yet, but in fall during deer season I expect there will be some activity.

State troopers in York County are carrying and using Motorola APX portable radios. An FCC ULS search revealed four tower sites in York County, each with a set of five 800mhz frequency pairs licensed, but I was unable to capture a control channel from my house. I'll set myself up again tomorrow and see what I can get. Strangely, I only see one tower in the county with 150mhz frequencies. Is it possible that some areas may only have 800mhz coverage? I guess I had just assumed that 150mhz coverage would be statewide and 800mhz cells would be isolated to urban areas.

Thanks for the wiki link. I hadn’t seen that yet.

I’m suprised they’d go live with those limited sites. I’m assuming, based on that information, that PSP is using vehicle extenders?
