Could someone tell me what frequencies Penelec uses in the Erie,Warren County PA area ...or did they switch to the OpenSky System.

The one I have programmed 48.52 I have not heard anything on it for a long time.

FirstEnergy is one of the non-state users of the PA-STARNet system. Since it is the parent company of PenElec, my guess would be OpenSky like you said.

It's too bad they switched to OpenSky, if there was a power outage I would listen to them on my portable scanner.

Five years ago, I never would have thought that I would lose the ability to hear my local utility before I lost the ability to monitor most police.

Alas, PECO (local gas and electric co. all over suburban Philly area) moved from their old EDACS systems to a new Motorola Astro system using full time encryption on everything.

It used to be nice, when sitting at gas leaks or wires down calls, to actually know how far out the PECO guys were. Now, we just have to go by their standard response that they give to the 911 dispatcher..."within the hour".

Pennelec also provides service to Northern Wayne and Susquehanna Cos.
I would assume that because of geographical issues, they are still using low band in these areas.

I'm kind of confused of what Pennelec (Pennsylvania Electric) my guess. but anyway the First Energy is covered by the area I live in and we can monitor them on a 800Mhz EDACS system... One located in Easton and Reading are both monitored in the clear.

System 1 (Reading)
856.3875, 857.3875, 858.3875, 859.3875, 860.3875, 860.7625 (MDT- Data)

System 2 (Easton)
856.7625, 857.7625, 858.7625, 859.7625, 860.7625 (MDT - Data)

For Penelec try monitoring these frequencies and maybe you might come up with something unknown if they are the same company or not? But for line work and pretty much everything else even when on calls with them you can p/up the same traffic in the clear on the scanner.. The controller on HT scanners does not come in the best at all places.

It's the same with PennDot..I used to listen to them during severe weather or when we had a snow storm.

Don't hear anything now.

Well as I was out and about today I past a PENELEC crew and noticed that all of the vehicles had both an elevated feed 800 mhz antenna and the traditional low band antenna. This explains why the low band frequencies were quiet after the big wind storm the other week.

Now to figure out what to put in the soon to be vacant channels in my radio ?

They are on the Commonwealth's Open Sky system. I'm not sure but I'll bet there is some type of deal where PENELEC allowed the State onto their towers which is numerous. Unfortunately they can not be monitored.

The two EDACS systems you mention are for Met Ed which is another FirstEnergy subsidiary company operating in PA. Here's a link to a map showing the service territories for the FirstEnergy group of companies.

I would imagine that Penelec was moved to the OpenSky system now because that would replace an old lowband system and they have a much larger territory than Met Ed. Just speculation on my part. If I had to guess, I would say that Met Ed would be migrated at some point...maybe when they reach the end of service life for their current system.

PPL and PECO cover most of the rest of eastern PA.

PECO covers Philly, Delco, and parts of Montco, Chesco, and Bucks (plus a little bit of Lancaster Co around Peach Bottom).
