To understand how the new numbering works you have to understand how the old system worked.
The old numbers used some aspect of the station number to identify a rig. For instance if Company 1 had an engine that engine was identified as Engine 11 if they had a second Engine it was identified as Engine 12, a third as Engine 13 and so on. The same was true for ambulances only they used the numbers 9, 8, 7 and sometimes even 6. So the ambulance out of Company 1 would be Ambulance 19. If they had two ambulances the second may have been Ambulance 18.
So this is how the numbers used to be.

It was a good system that worked well.
Now to understand the new COG numbers for the fire apparatus do the following. If it is an engine, ambulance or anything that has a call sign with the station number and another number after that number, add an 8 and loose the extra number at the end. For example if it’s Engine 331, add the 8 and loose the 1 and get Engine 833. Now if it is a station with a single digit number you will have to put a zero in between the 8 and the station number. For example Engine 71. Add the 8, loose the 1 and put a zero in between. You get Engine 807. Ok one more Ambulance 187 is now (come on, everybody now!) Ambulance 818. Yeah!
Now, any of the rigs that shared the same number as the station like Paramedic Ambulances, Paramedic Engines, Trucks, Towers, Squads, Utilities, BX Units (now BR Units) and so on you just add an 8 to the number. Example Paramedic Engine 44 is now Paramedic Engine 844. Truck 5 is now Truck 805 (and usually understaffed lol).
Now the f'd up part of this whole mess. In PG County it is not uncommon for some companies to have multiple crews in the evening or on the weekends. Some companies are strictly engine companies while some may staff a wagon (engine) and a special service (truck, tower, or squad). With the old system you could tell the difference between each engine. For example if Co. 48 has two engine crews and two ambo crews in the past that may have been Engine 482, Engine 484 Ambo 487, and 488. With the COG numbers a letter is to be added to each additional staffed unit similar to the rest. So 48 would be running Engine 848, Engine 848b, Ambo 848, and Ambo 848b. Confused yet? Oh wait it gets worse. If you only have one crew then the "a" is silent.
How about chiefs and county officials? Battalion Chief 1 used to be the Battalion Chief of the first battalion. His id is now battalion Chief 801 not to be confused with Chief 801 who is the chief of Hyattsville VFD. These numbers are all messed up and my hand hurts from typing but you have the basics to figure out how it works.
As far as dispatch is concerned? All units are dispatched by Public Safety Communications. For the following is procedure.
46.12- Station alerting (house bells) and a simulcast of Channel one. No actual 2-way traffic is conducted on this frequency and monitoring it is not very practical unless you like listening to Quick Call tones.
PGFD Channel 1-Main fire dispatch. All units in PG County receive the vocal dispatch of any fire/ems incident in the county on this channel. Most units monitor this channel all the time and will not switch channels until ordered to. On dispatch the dispatcher will assign a response channel. These other channels will be explained below. Field units also have the capabilities of talk around on Channel 1 and if assigned to respond on Channel 1 for a local alarm (auto fires, fire alarms, assist citizens, and other BS calls. They are required to use talk around once on scene to conduct operations. Units may not go direct with each other on ANY repeated channel unless granted permission from the dispatcher.
The tones or beeps on this channel also have their own meaning. A short beep is usually for a local alarm (BS call single unit response), ambulance local (BLS call), medic local (ALS call), or rescue local (involving a vehicle). One really long beep is usually a cancellation of a call or unit prior to the unit marking in route. One short and one longer is a street alarm. A street alarm these days is usually an inside investigation call. This brings two engines, a truck or squad and a command officer. Three beeps, two short and one longer is a box assignment. A box alarm brings four engines, two trucks, the closest squad or third truck (rapid intervention), and a battalion chief. Add water supply 25 and three tankers for a no hydrant area.
PGFD Channel 2- Channel 2 is the response channel for all EMS incidents on the North Side of the county or north of Central Ave. This includes crashes and rescues. Tal around is available for this channel.
PGFD Channel 3- Channel 3 is the response channel for all fire incidents south of Central Av (South Side). Talk around is available.
PGFD Channel 4- Channel for is the response channel for all fire incidents north of Central Av (North Side).
PGFD Channel 5-Channel 5 is the talk around for Channel 3.
PGFD Channel 6- Channel 6 is the talk around for Channel 4.
PGFD Channel 7- Channel 7 is the response channel for all EMS incidents on the South Side of the county or south of Central Av. Talk around is available.
PGFD Channel 8- Channel 8 is reserved as a back up channel. It is sometimes used as a command channel for relaying info to PSC if the operating channel is busy. Talk around is available.
PGFD Channel 9- Channel 9 is the response channel for all fire incidents in the Laurel and Beltsville area. It is set up to be patched with mutual aid departments. Talk around is available.
PGFD Channel 10- Channel 10 is the response channel for any fire incidents in the Hyattsville, Mount Rainer, Bunker Hill, Chillum-Adelphi and College Park area. It is set up to be patched with mutual aid departments. Talk around is available.
PGFD Channel 11- Channel 11 is a simplex channel designated as an extra ops channel.
PGFD Channel 12- Channel 12 is a simplex channel designated as an extra ops channel.
PGFD Channel 13- Channel 13 is a simplex channel designated for fire and ems operations at Fed Ex Field during events.
I hope this helps.
