Any scanner capable of trunking will be able to monitor conventional frequencies as well. It really comes down to what brand (Uniden, GRE, Radio Shack, etc) you buy.

Everyone has a different opinion because everyone started out with the hobby differently. I'm a Uniden man myself, but that doesn't mean that they are any easier or harder to understand than GRE or Radio Shack scanners.

Each of the manufacturers have entries in the RR Wiki, with columns indicating rebanding and trunking capabilities. You need one that will support both in order to listen to Portland's 800Mhz system (and subsequent Portland Police talkgroups).

GRE Radios - The RadioReference Wiki
Radio Shack Scanners - The RadioReference Wiki
Uniden Scanners - The RadioReference Wiki

From there, it's a matter of taste: handheld or mobile/base? And then, of course, how much you want to pay.

Some city and county services may not be a part of the 800Mhz system, and therefore will have their own single frequencies they operate off of, but as far as I'm aware, most (if not all) law communications are only found on the trunked system. That's just the way everything is set up - there's really no surprise to it at all. Portland's radio system has been set up this way for...geez, a long time. I think it's been at least 10+ years, if not longer.

Your scanner just wasn't designed to work on this system.

Try to find a PRO-160 (mobile/desktop) or a PRO-162 (portable). They both have 20 banks so you can set up banks for whereever you go - just turn them ON and OFF.
Those scanners can also be re-banded without using software, only the menu that is in the scanner. It's somewhat complicated, but I have a free Yahoo group with all the details.
Check e-bay, Craigs List and Pawn shops for used scanners. You might even find a Radio Shack that still has one.
The manuals are also available on my group.
