Possible bug in FRN lookup report

I think I may have come across a bug in the FRN lookup report for FRNs containing licenses spanning multiple locations. (It's also possible that I'm misunderstanding how it's supposed to work.)

For example: FCC FRN: 0018385237 (CNX Gas Co LLC)

This FRN contains a license, WQJX707, that is licensed for 463.4500 as a FB2 at a single site in Washington County, PA.

The license view shows 463.4500 only for this site.

The FRN view shows this frequency as a FB2 for every site on the license.

FRN results from the FCC are grouped into one "list" under that account on the FCC.
You can have more than 1 FRN but you would have to search that FRN for results also.

What are you trying to find?

I'm trying to find licensed frequencies for a multi-site trunked system that has multiple licenses and multiple sites within the same licenses.

When I search for the licensee (on RR, not the FCC site), I get the report I linked to above which seems perfect.

The problem is that it seems to be incorrectly joining the data. Here's a simple example. Let's say the FRN has only one license that is set up like this:

FreqStation ClassSite
454.100FB2Pittsburgh, PA
454.200FB2New York, NY
454.300FB2San Francisco, CA

But when I run the FRN level report, it incorrectly shows every frequency duplicated for every site:

This means to find the site level data, I need to click through to the individual licenses. Not a big deal, but it seems like it's probably a bug in the FRN level view, and if it's not, I'm curious why it's designed the way it is.

For a real-world example, click the link in my original post, click to page 2 of the FRN data, and search for 463.450. You'll see that the FRN view shows that frequency as licensed for about 6 counties. But if you click into the license (WQJX707) you'll see that 463.450 is actually only tied to one location in one county.

This issue has been kicking around for a while. Yeah it's annoying. Most of the time, I click onto each license individually, anyways.
