Private talkgroups. I don't understand that setting in my scanner.
Those are not going to be established talkgroups, used on a regular basis.

What they are is a 'private' conversation between units or specific officers that is not on a regular talkgroup, heard by all. Instead, the conversation can only be monitored (on the radio system) by the ones that initiated the conversation. The "talkgroup" number you see is a combination of the radio IDs of those in the radio traffic. While you can hear that via a scanner, it's not being transmitted on the system in a format that all units (or officers) can hear. It could be a conversation about who is going to approach from what direction in response to a potentially hazardous call. Or, it could be between an officer and his/her supervisor over some specific issue. Or,perhaps, where to meet for a bried meeting or lunch. The "private" wildcard on your WS1065 will receive any 'private' conversation that are occurring, but these are usually of short duration, and the exact same combination of radio IDs being used, may come up only briefly, and not on a regular enough basis to try and add it to the system.

On Uniden scanners, these conversations are referred to as I-Calls. See this Wiki page for a little more information.

Ok so I would store a private wildcard for Abilene Edacs correct?
Yes, you could. Some systems are quite active on this type of call. Others rarely, if ever, use it. Not being in Abilene but only once, maybe twice a year, and that for a short visit with people I know, I have no idea how much usage there is on the Abilene system.

Well of course it's on and popping 24/7. I c an only hear bits an pieces of the Abilene police but I hear everything else. City link the zoo Abilene fire, shotwell stadium and so on. But I'm wondering if they even use private channels round here.

I'm still brand new to all these new systems and I know I don't have near what I could have programmed I to my scanner. Of course I'm doing everything manually so...it sux.

However I'm not able to hear Nolan county or Jones or Fisher. Or anything other then Callahan. I don't understand why. When I actually lived in Abilene I could bit out here in Potosi it's sketchy

I was referring to how much "private call" activity there was, not general usage (police, fire & city services) on the Abilene system. I know the system as a whole is fairly busy. I have the ProVoice upgrade on one of my 436HPs.

Surprised that you cannot hear any other county except Callahan. I could sometimes hear Nolan and Jones when at a friend's place in southeast Stephens County. Nolan SO now shows to be encrypted on their digital side of the dispatch channel, but not if using analog. Sweetwater does not show to be encrypted. Have you tried Shackelford County?

Are you using the stock antenna, and inside a house or apartment?

Yes I can hear shackleford. And I think throckmorton. Stock telescoping antenna inside a mobile home.

OK, there's your problem. The mobile home has outside walls made of aluminum, which will degrade your reception. I have a similar issue, as my house has aluminum siding, which also cuts down what I can hear inside. If you can't set up an outside antenna, you might try a magnetic mount antenna (like for your vehicle), placed near a window. It will work better if the magnet is stuck on something metal, like a filing cabinet, refrigerator, or a metal clipboard. (I've used a clipboard at times.)
