Pro-197 stuck on a single channel, won't actually scan.

Okay first, I apologize profusely for being totally new to this, but here's a little background:

I work at a franchise RadioShack in Ohio and a lady keeps bringing me a scanner back saying it isn't working. Well it was working yesterday (I somehow magically got it fixed, I was so happy!) when she left, but she brought it back today and it will not scan anything but one channel. I've checked all the settings I can think of (Scan lists enabled, default scan list, flexstep) and I've got nothing anymore. All it does is sit on a single channel while the number flashes above it's name ever 1.5 seconds or so. I've reset the thing to defaults and reprogrammed it with a scanner we have here that works and it's all been in vain.

- I can still switch through channels manually by using the up and down arrows, I get no sound, though.

- WX button provides no sound/reception

- As said, it stays on one channel even though it says it's scanning

- Not much signal, but it's sitting right on top of our other scanner that is currently working fine (This is also the one it's programmed from)

- Buttons do make noise, speaker also pops when I turn it on.

Am I looking at a possible busted scanner or am I just missing some setting that enables the scanning? Any help at ALL will be vastly appreciated!

The only thing I can think of since you've already reset it is to try and load one of the v-folders already on board the radio and see if that changes the state.

Are you programming manually or with ARC500 - Win500??

FWIW have you done a total reset of the scanner before trying to clone it with your display model? Does changing the squelch control affect anything?

My pro 97 is doing the same thing but it's stuick on the weather channel, no noise or sound either.

I'm programming it using Clone Send from another, currently working fine, scanner. I've already tried the V-Folder, too, to no avail.

What exactly do you mean by "one channel"? Which one channel?

I mean it sits on any one given channel that's programmed and doesn't actually scan. I can hit the up button or hold the scan button and it will flip through channels so long as I'm holding said button, but once it's let go it stops changing channels. This happens regardless of squelch.

Yes, I've done a factory reset (0, 1, enter on boot up) and cloned it. I've done FR and reset it from a V-Folder as well, same problem. This problem happens no matter where the squelch is. I've tried slowly rotating the squelch knob from all the way down to all the way up and the channel doesn't move :\
