I picked up a cheap 2050 I was hoping to use for my railroad scanner feed. But it won't receive anything. It was listed as "working" but I guess the working part is that it turns on. I replaced the BNC jack and still nothing. Anyone have any ideas on what else I could try or test?

Did you check to see if the BNC connector is shorting itself out?

I tried weather and the local simulcast control channel to try to get a channel that has continues transmission. But all the scaner does is have the word SCAN scroll across the screen. And I tried a few different scanner antennas as well. The little display light or I guess backlight is also out as well.

Well you would need a digital or analog multimeter set the dial to read OHMs attach lead to the multimeter, one to ground and the other to the hot side, the other end of the lead to the center pin ( positive ) of the BNC jack and the other to the scanner case or the side of the BNC connector or gound. If the multimeter display read zero you don't have a short, if it goes to infinity it is shorted out and will not receive a signal.

Perfect thanks I'll test that and see what happens.

A continuity test of the antenna jack doesn't really tell you much. For the PRO-2050 a good connection at the jack center pin to ground should read 1000 Ohms. When you short the meter probes together the meter should read 0 Ohms.

Are you sure you still have active railroads in your area? Most all of them are gone where I live.
