my local police have gone to P25 mode. I have a radio shack scanner pro-2096. don't know how to get the correct mode to be able to listen to pd.

Just program the frequency in Mode: NFM, no CTCSS/DCS. The radio will select analog/P-25 when there is a transmission. Same as I do in my 197.
