Pro-94 and Pro 84 Cloning

Can the Pro 94 and Pro 84 be cloned to one another?

I CAN NOT find any free programming software for the 94 but I found some for the 84. SO I was figuring on cloning the 94 from the 84

The Pro-84 will not clone with any scanner including another Pro-84. Only like model scanners can clone. Example, the Pro-96 handheld will only clone with another Pro-96 or the base version of the same radio the Pro-2096
