I was given a PRO 97 that will not go into the scan mode, the readout is as follows:

.........9 PRI--
.........+
All Channels
Locked Out!

For the life of me I can't seem to find the info in the manual to correct the problem.

Only owned a 97 for 3 weeks but try putting in scan mode and one by one hitting numbers 0-8 to turn on those banks. You are only scanning bank 9. If that doesn't work all channels
locked out is indicating there are no channels to scan. Read the owners manual but there is a procedure for loading pre programmed channels by holding 0 during power up then hitting 1, or vice versa, but look in the manual. BTW here is a link to an online manual that is better than the one in te box.

If it is a new scanner, its empty (for the most part) the freq's that are 'pre programmed' are virtually useless. You are going to want to enter your own frequencies. Read the manual, again again and again. It WILL help you out. Then to make life MUCH easier, go to www.starrsoft.com and download win97. Then go to radio shack, and get the usb programming cable, spend the few bucks , its worth it. Next, go to the radio reference database and look up the frequencies for your area. Enter them into the win97 program (freq's & text tags) and upload them to your scanner via the usb cable from RS.

To make life even easier, become a paid member of this site and you will be able to download everything you need, right from the database here, and upload it to your scanner that way.

It means that bank 9 (channels 900 to 999) have absolutely nothing in them. When in Scan mode (designated by the S, upper left hand corner), press any of the numbers from 0 to 8 and see what happens. Worse comes to worst you can press MAN then type 000 and press MAN again. That'll get you to Bank 0 Channel 00 aka the first programmable memory you have, then you can start pressing MAN or the cursor up key (under ATT) and then step through all the memories in MANual mode one at a time to see if anything is in that unit at all.

The message displayed is kind of goofy IMO. That message basically means "there is nothing for me to scan". It can be because there are NO channels programmed in, or everything programmed in is locked out or turned off.

Just go to chanel 000 (press MAN 0 0 0 MAN) and program in a frequency. For example to program 154.190: press PROG 1 5 4 . 1 9 0 ENTER and press SCAN. If bank 0 is off press 0 to turn it on. The previous message should no longer be there.

Make sure the COM port setting in the software matches that of the cable you are using. Check Windows Device Manager for the proper setting.

SCL is PURE JUNK

If I am understanding you correctly; you press 0 then 2 ENTER during power on to load all the of test frequencies. When you do this you do not see the "all channels locked out message". If that is correct, it means nothing is wrong with the scanner. If you do in fact get the message under this condition, the scanner has a problem.

Assuming no problem above, after you load the scanner from ScanCat you get the error. Save yourself a lot of trouble and throw away ScanCat, it is JUNK. What you see on the screen is not what gets into the scanner. Go here www.starrsoft.com and download WIN97. You'll be able to use it free for 30 days, and let's see if you still have the problem.
