Problem opening Whistler TRX-1 software file

Using an HP Stream laptop running Windows 10 with updated Edge browser. I downloaded all the TRX-1 files from the Whistler website. Why can I not open this file?

Right click on it and select properties and check that is 1309 bytes in size. If less then it didn't downloaded properly.

Did the download complete? I noticed you tried to download the file more than once? (1). I take it you're using the native Windows zip extractor? Try temporarily disabling your antivirus software & retrying the download. If still no joy, try extracting using winrar

I am new to Windows and PCs. Always have had Macs. I’m having a hard time with the PC but probably thinking it’s more difficult than it really is.
I checked a box that said unblock open. It opened a text file and I was expecting it to unzip and install.
dies have 1309 bytes.
I did download more than once but have deleted all the extra files.

Don't choose open, choose "save as" and you will see where the file will be saved. Then it seems as zip files are not associated with Windows unpacking function. Download the free Winrar program and use that to unpack the file.

It probably depends of the security settings. I get Open, Save As, and Save as option that I have to select before it will do the download.
But then you probably have the file correctly saved in the download folder. Install WinRAR and then right click on the file and select "open with WinRAR" and extract the file. Then right click on the .inf file and choose Install.

I can’t get my HP Stream to connect to the Microsoft App Store. I was going to try and get a free unzip app there. It looks like Winrar is a paid app?
I noticed the TRX-1 I’m getting already had All the local police and rescue programming in it. Couldn’t I just check the stored programs stations against the current stations and if they are still the same just not have to use the pc to update the TRX-1?

I updated my 10 system and then it did unzip the library files. It still will not install the Whistler TRX-1 Scanner Driver file. I get this message:

If the TRX-1 has all the current local stations already installed, is it necessary to connect it to a PC?
You can browse thru your programming on the scanner and compare with the database here at RR and correct and add things that doesn't match up.

I hope it isn't the 2GB RAM version of HP stream with a Celeron CPU that you have. I though Win10 couldn't be run with that small memory. Some user reviews says they had to return their 2GB laptop as it couldn't download and run programs.
